Analysis of translation "inciter" is a bit of a trap, a "deceptive cognate" in that it can be positive or negative in French (and here it is positive); "incite" in English won't do the trick, because it is always negative, suggesting riots and the like. Hence my choice of "encouraging" in the English translation.
